[FIOS] "Blocked Conduit" Investigation

Hello all! Here's my long, frustrating situation: We just signed a 3-year lease on a new office unit after Frontier confirmed with us two times that Fios was available at our specific business park/unit. We are a video editing company so we stream huge files online, meaning we need 1GB fiber in order to operate. At the time of our installation date (11/15) we waited at the new, empty unit all day, but no technician came by or said anything to us. We later found out that he left a vague note "conduit blocked" on the service ticket (we had to call in to find this out because no one bothered to update us). This note is what we're trying to get clarity on. Since then, I've been told that the blockage is located on this business park's property and may be due to a renovation (since several of the electrical rooms have Fios boxes installed, some with Verizon logos and some with Frontier, so it must have had service at one time). I'd been given a contact number to a manager at the local engineering department and told that the best next step would be to set up an in-person meeting with the engineer and property owner. At that point, we'd identify the location/nature of the blocked conduit so that it could be restored. However, after 8-9 voicemails, the engineering manager still hasn't returned my calls... I've contacted the property owner and brought him up to speed. He's started to help me try to get to the bottom of what's going on, so he's definitely motivated to help get the service to the business park. Just today, he and I were on a call with a representative from the Frontier "Office of the President" and we made it clear that the property owner was expecting to handle the construction costs involved with correcting the blocked conduit. However, for some reason beyond my understanding, Frontier is refusing to give us any additional information about the nature of the blocked conduit or accommodate an in-person meeting to help us identify the location/nature of the blocked conduit - or the location of the Frontier Fios terminal for that matter. The one helpful piece of information that the rep told us was that it was our responsibility to contact a local contractor to repair the line. That means that there is a chance we can resolve this without needing any more of their help until it's time to activate the service. In summary, I need help finding a contractor near Rancho Cucamonga, CA who can: 1. Locate the closest Frontier Fios terminal 2. Locate and identify the break in the conduit line, OR advise a route to install a new fiber line to the terminal Our current lease ends after January 2020, so my clock is counting down on getting this situation figured out. Any and all help or redirection to a different site/forum would be extremely appreciated! TL;DR We need to find a contractor near Rancho Cucamonga, CA who can locate a break in a Fios conduit line/run a new line from a business park to a Frontier terminal (which we also need to locate)
