[FIOS] Frequent 'hiccups' (Pacific NW/Oregon/Hillsboro-Beaverton)

Hey again all. I'm unfortunately here again with another issue, this time one that's a little harder to pin down and provide some evidence for. Essentially what I've been noticing is that my connection will go through these little 'fits' where multiple times an hour for a couple hours (sometimes though it's limited to a few times a day instead), I lose my connection for just a tiny bit (less than a couple seconds). It's so slight that not even my windows network icon notices any issues, and in fact it doesn't affect buffered things like streaming video, however anything that requires a constant connection (such as an online game or voip call) will disconnect. This happens on all devices on my network, ethernet or wifi. Now let me go on record as saying I've always had a problem with Frontier doing this, but it used to be literally once per day only. I used to lose my connection for about 10 seconds every 24 hours, usually at the same time down to the minute daily. This interval would change every week or so. This particular issue seems to have replaced that behavior entirely for about the last week or two. I just had them replace my Frontier gateway a couple days ago hoping that would fix the issue, but it doesn't seem to be a factor. I'm now more apt to believe it's either my ONT or an ISP/backbone thing specifically around my neighborhood. I have a friend just a few miles away in Aloha on Frontier who hasn't had this issue, at least to his knowledge, as we have played the same game and been on a voip call with only my end suffering a disconnect. Anyway, if anyone knows what could be going on here or has any behind the scenes insight, that would be much appreciated. Also if anyone could recommend some sort of monitoring software, I could try to catch evidence of the issue and post it here. Thanks!
