Does Frontier block IP proto 41?

Since Frontier doesn't support native IPv6 or even 6rd, I was trying to set up a 6in4 tunnel via TunnelBroker. I have used this setup many times in the past, but here it's not working. When I try to run `tcpdump -i any "proto 41"` on my OpenWRT router (connected directly to the FOX222 ONT via a CAT5e cable) I can see outgoing traffic, but nothing ever comes back, which makes me think it's being blocked upstream. IPv4 works just fine otherwise. Their support swears up and down that they don't block protocol 41, but I am clearly not seeing anything coming back to me from the other end of the tunnel, and Hurricane Electric's engineer confirms to me that they are seeing traffic being sent my way. What can I do here?
