Help Diagnosing Problem

If this is in the wrong forum section or against any rules, very sorry, new here and don't feel like rubbing anyone the wrong way. I ended up posting here because the thread concerning the selling of NW assets and subsequent rerouting/conjestion (core backbone) is exactly what I'm experiencing. However, I'm in Southern California. This behavior started exactly when it was reported in that thread. After multiple calls with Frontier, they switched the modem out (no change) and then sent a tech out (who indicated there was no issues he could find). Here's some screenshots that show perfectly fine upload (which it always is) and terrible download speeds (starts every evening and goes into the early AM). Also, quite a bit of packet loss and late packets. It's supposed to be 100/100. Every evening the download drops out, upload stays fine. The hop before (WA level3.net server) showed this same packet loss up until about a week ago. Is there anything that I can do? Is this a consequence of the other issue concerning the core backbone and rerouting/conjestion issue? If anyone can help enlighten me on this I would be truely appreciative. I'm stuck in a contract until April, otherwise I'd switch immediately. Also, running a smoke ping which won't be done for awhile. Thank you again. Any other info that would be needed please ask. (I'm largely an online gamer adult and I essentially cannot play online at night due to the jitter and packet loss.)
