Arris NVG443B SMB?

I'm using a small Buffalo link station with some friends to share files. The NAS is at my brother's house and I've been able to connect for the last 5 years until Frontier switched out the previous modem for this one. I'm not much of a networking guy, I've opened ports for games and have a working knowledge of terms like DHCP, Ports, DMZ, and things like that. But I was looking for a way to open port 139 for all the systems on my network. My computer is able to connect to the network share when I use my phone as a hotspot, but when I try through my network nothing happens. When I ping his public IP through the command prompt the packets get dropped, but I don't have any issues pinging websites or accessing the link station by typing his IP in the address bar of a browser. I've called frontier a couple of times and they've just told me they'd send a technician out and two technicians have told me that if I have an internet connection, there isn't much else they can do for me. I was wondering if anyone had any insight into this problem.
