Frontier equipment upgrades? When?

Of course there was no upgrade done by the projected date. No one in customer service, tech support, any of the techs I spoke to, and apparently the area supervisor, knows when these updates will happen or what the system will be capable of once or if it's done. I have been a customer of Frontier ever since they bought the service from Verizon (mostly because I have no other choice other than a satellite). Current problem for the past 6 weeks: There is so much congestion on the line that I cannot get my service to function for more than 10 minutes at a time. After that, web pages will time out and I cannot even check my e mail. Rebooting the modem will get me another 10 min. I need to know if this equipment is going to be upgraded soon or not as my patience is at it's end. I don't want to get a Hughes Net system, but I will if Frontier is going to leave me hanging.
