[DSL] Slower DSL speeds since Frontier replaced Verizon

I am in a city in Southern California where Verizon's Telco services were sold to Frontier. I have been in the same place for many years and for the last ten years have consistently received (I typically speed test once or twice a month when I am not having any problems) about 12mbs via my ADSL. I am now getting an average of about 8mbs (and I have been testing often over the past six months). Perhaps once or twice a month I get a test result that matches my former good speeds. Frontier say that since I am provisioned for 7-15mbs, I have nothing to complain about. This misses the point. What I want to know is why my service has got so much worse. I am wondering whether they may have somehow degraded my service. I always thought that DSL was different from Cable in that one's line was not shared so that my problem could not just be that other customers were online with the bandwidth being shared between more users. Is this wrong? Is it in fact possible that my neighbours are simply using the internet more? Any thoughts on what I can to do resolve this problem would be welcome.
